The Licensing Act 2003
Any person wishing to sell alcohol is required to be licensed under the above Act.
The Act contains a complete code relating to the legal requirements for selling alcohol which have changed significantly during the last few years.
If you wish to open premises which sell alcohol, it is now a requirement that the premises where the alcohol is to be sold and the person in control of the premises are both required to be licensed by means of a PREMISES LICENCE and a PERSONAL LICENCE respectively.
To obtain a Personal Licence, a person must have passed an accredited qualification . In addition to this, all sales of liquor must be authorised by the holder of a Personal Licence. The effect of this will mean that there will be a general need for staff to hold a Personal Licence. An accredited qualification which will qualify an individual for a personal licence is provided by Highfield. The qualification can be obtained by attending courses arranged by approved training providers.
The APLH course lasts a full day with a multiple choice examination at the end. Once candidates have passed, they are then able to apply to the Local Authority where the person resides for a Personal Licence.
